I 've been to many changing rooms in my long and ahem illustrious swimming life ; I hope I have seen the worst and suspect I'll never see the best. I've also swum where there were no changing rooms — it's the downside to "wild" swimming or upside when you consider the state of some of them. I've been around long enough to see "progress" that sometimes doesn't feel like that.
I think people do because as other answers have said, you kind of need to be naked to really shower. I go to a local pool a lot and the locker room showers there are all communal. I have been afraid to shower naked because there all in this room just in view of the main changing areas.
It is the practice of having your guests strip nude in front of other people in order to swim in the geo-thermal pools. Where can Americans who are not used to stripping nude in front of other people swim in Iceland and have you considered how this infringes on our rights to be modest and in several cases our religious beliefs? To be completely honest I understand their frustration: the grand majority of Icelanders see no problem with the public nudity but a huge one with people not washing themselves properly before going to the pools.

Officials at Torridge Pool in Northam, Devon, have told bathers to keep their trunks and swimming costumes on in the showers. The move follows complaints from a school, whose children use the pool, that pupils are upset by "open nudity" and needed more privacy. But other customers have attacked the measure and plan to fight it by continuing to shower in the nude.
If, like me, you are not used to showering naked in a communal area you may get a shock when you come to Laugardalslaug. It is compulsory for everyone to shower naked before they enter the pool, and while I understand how important this is I had thought that there would be some cubicles available as there are in the Blue Lagoon. Being a very shy person, I had hoped to wear my bikini into the shower and then just remove one part at a time, but a worker from the pool came up to me straight away and insisted that I remove it.
